The chairman of the committee, Tahir Mirkishili, said that 5 issues were included in the agenda of the meeting. The first item on the agenda – the draft law on amending the Law of the Republic of Azerbaijan “On Accounting” (first reading), the chairman of the committee, who informed about the draft law, drew attention to the fact that this draft law will obligate the circle of accounting subjects (legal and natural persons) to conduct accounting in electronic form. was prepared for the purpose of determination. This change will support the conduct of the electronic audit specified in the Tax Code, as well as increase the efficiency in the field of submission of relevant information by the taxpayers mentioned in the project. According to the amendment, large and medium-sized business entities with a high special weight in tax revenues, whose fields of activity are of strategic importance for the state, the share distribution of production approved by law, the main export pipeline and other such agreements or laws, including oil and It is proposed to conduct electronic accounting of taxpayers operating within the framework of the laws on gas and oil and gas activities for export purposes. Article 3.1-1.3 of this law does not apply to the Central Bank of the Republic of Azerbaijan.
Committee members Vugar Bayramov, Elnur Allahverdiyev, Vahid Ahmadov, Mahir Abbaszade, Iqbal Mammadov, and Ziyad Samadzade spoke about the importance of the draft law and expressed their confidence that it will contribute to the development of the country’s economy.
Then Deputy Minister of Finance Azer Bayramov, Deputy Head of the State Tax Service Ilkin Valiyev, who participated in the meeting, answered the questions of the deputies and clarified the issues raised by them.
The draft law was recommended for discussion at the plenary session of the Milli Majlis in the first reading.
Then Tahir Mirkishili, the chairman of the economic policy, industry and entrepreneurship committee, discussed the second issue of the agenda regarding the implementation of the Law No. 987-VIQ of the Republic of Azerbaijan dated July 14, 2023, “On Payment Services and Payment Systems”, about amending some laws of the Republic of Azerbaijan informed about the bill (first reading). He said that 17 laws are proposed to be amended in connection with the implementation of this law. Changes serve to further improve payment services.
This draft law was also recommended for discussion at the plenary session of the Milli Majlis in the first reading.
After that, two draft laws on amending the Law “On State Duty” in the second reading, as well as proposed amendments to the draft law on amending the Law “On Post” were considered. All three draft laws were recommended to the plenary session of the Milli Mejlis.
